District Networks

Template items for consideration
when it is proposed to open a District Network


  1. District Scout Networks (POR rule 4.15 - see below) are opened by the CC with consultation of the CSNC and DC. To ensure an appropriate and efficient provision of Network Scouting, need to be agreed between the DC, CSNC and the CC, regarding the organisation of any District Network before it opens.
  2. A District Network Leader in a District Network is appointed by the DC in consultation with the District ASC and the CSNC. In practice this means the normal District appointment process is followed with the addition of the CSNC either carrying out a Commissioner interview or being invited to the District ASC.
  3. A District Network Leader in a District Network will be subject to a District CRB check organised by the District; any adverse CRB check will be handled by the District Commissioner, but must also be communicated to the County Commissioner so that we can ensure any excluded individual is excluded from all Network Scouting within the County.
  4. A District Network Leader in a District Network is responsible to the DC with a dotted line to the CSNC
  5. All District Network Leaders in a District Network are expected to attend County Network Leaders meetings and all members have the right to attend the County Network AGM, to stay in touch with other Networks and the County Programme.
  6. For the purposes of Communication between Network groups, and Network Leaders, and also in order that Awards such as DofE, QS and Explorer Belt can be encouraged, monitored and coordinated, all Network members, whether belonging to a County or a District unit need to register on the County Network Database, and it will be the responsibility of each Local Network Leader to keep those details up to date.
  7. A District Network Leader in a District Network is a member of the District Team, and one member of the District Network would normally be a member of the District Executive.
  8. A Network member is free to join any Network within or outside the County; they are not restricted to any District Network for example the District where they were an Explorer.
  9. A group of Network members may with the agreement of the CSNC start a County sponsored Network anywhere in the County, including within a District that operates a District Network. This would not be advocated by the County, and new members would be guided to the existing District Network as a first choice.
  10. The District is responsible for collecting and paying subscriptions for a District Network, and the numbers go on the District census. The District can ask to use the County bill issuing system, but the responsibility for paying the HQ subscription remains with the District.
  11. A District Scout Network would normally be charged the District subscription; all County sponsored Network will pay only the County and HQ subscription, although they are encouraged to pay a District subscription according to which District they are geographically situated to take account of the use of District facilities.

a. The opening and closing of Scout Networks is the responsibility of the County Commissioner in consultation with the County Scout Network Commissioner and appropriate District Commissioner.
