General Information
Network
The Network section of scouting, is different from other sections in so far as it is a County based section, and it's structure comprises a County Scout Network Commissioner who is responsible to the County Scout Commissioner for Network in the County. The CSNC has two County Scout Network Leaders to help him in this task, and also a County Network Committee comprising about 7 members elected annually at an Annual County Scout Network Conference to which all members of Network are entitled to attend and vote.
Capitation
Because Network is County based, this is the annual fee payable to County for your membership to the Scout Association, and County in turn have to make payment to National HQ. Capitation is distinct from Subs, which are payable to your Local Network and varies as regards method of payment and amount, and is a contribution towards your local programme costs.
Capitation is paid by the Group or District to which you are attached if you hold a Lead/helper warrant. If you do not, then this will be billed to you close to the end of the Scout financial year, and most probably towards the end of January. The amount of Capitation is currently about £21.00 per year.
The recommendation is that each Network Unit should have their own bank account entitled Staffordshire County Network (Newcastle unit), or whichever Unit yours is, and each member should pay a subscription, monthly into that account. If you need to cover a subscription for local activities of say £30 per year for each member, then members who hold a Leader/Helper warrant will need to pay £2.50 per month into the Network account, while members who do not hold a Leader/Helper warrant will pay £4.25 per month which will then cover capitation. A Census form will be sent to each Network Leader or Coordinator towards the end of each year, and when that is returned, the Unit will be billed by County for the annual capitation for the unwarranted members of that unit.

Criminal Record Bureau checks
According to Scoutbase, all over 18 members of Network need to be CRB checked since from time to time you may come into contact with members of other sections, most commonly with Explorers, but also on District, County or International camps or if you are helping in another section.
As Network members, your CRB checks will be carried out by County. The forms are available from Janet at the County Office, contact details on the Leadership/County Team page. Get your members to complete the form, and then get part 'X' signed by your County Scout Network Commissioner, or your local District Commissioner, and send the completed forms back to the County Office, not to the local District Appointments Secretary.
